I think there is some differentiation being made for those who are truly "homeless," like straight up vagrant bums that no one knows, and someone "experiencing a bout of homelessness," ie some junkie who got kicked out for doing junkie things and will be back in a house soon enough.
Option two probably makes up the majority of them in these major cities and are a completely different problem than option one. Though I doubt they gave it even half this much thought and are just retarded faggots.
