You can't market yourself as a prequel to Shin, the outright horror movie about modern government incompetence, by making a regular looking kaiju action movie.
Like, I love Godzilla. But Toho are really dumb to try and link up with the only successful film of the new "era" (after the worst three movies and a TV series possible) despite having apparently zero idea of why that movie succeeded and will once again probably succeed in spite of themselves rather than any competence of their own.
Let Shin be the one off it successfully was, and just remake the original Godzilla movie like you want to.
A shin Godzilla sequel could work, but it would probably be unrecognizable as a Godzilla film, with more of an exploration of how Japan and the Japanese people handle the aftermath and what the existence of Godzilla would mean on a global scale. Godzilla as a character would be completely nonexistent, instead more as a backdrop for the story.
Shin already spent half its run time exploring how governments operate under crisis and how global politics might react, so that's not super outlandish.
But, it also ended with the weird human bodies melting off Godzilla's tail which would almost certainly have to be explored in any sequel. Even if it doesn't have an actual Kaiju sized monster, its at least set up to run with that idea of his rampage leaving an unfinished scar across the nation they still need to heal.
Which fits right into the nuclear bomb metaphor all over again.

So it's not a parody about some kind of mini-godzilla?
They should have just continued from Shin Godzilla’s story.
They did, it was a Japan exclusive amusement park ride that was an actual crossover with Evangelion fighting against Ghidorah.
Which never was released elsewhere and closed pretty quickly.

If I had to guess, it cost too much to keep up once the initial crowds thinned out to a regular amount instead of being packed.
Alternatively, Anno hates everyone who likes his work. Which tracks with his outlook going on 30 years.
