Ohio's on the eastern edge of what I'd call the Midwest - Nebraska, Iowa, Illinois, Indiana, Ohio, Kansas, Missouri, Arkansas, and western Kentucky/Tennessee (the eastern halves of those states are too mountainous to be Midwestern), plus southern Minnesota, Wisconsin, and Michigan.
It's good country, though, and filled with good people (outside of a few big cities).
It might have just been a meme that grew legs, though without dredging through the internet it is really difficult to say either way.
I will say that changing the popular perception of a thing makes it easier to change that thing in reality, so the push to make Ohio look like a weird shithole housing an unlimited number of murderous degenerates attracts murderous degenerates who want to live in a weird shithole, similar to the media push for queer everything has made it trendy to be queer regardless if people are or are not.
I don't think it was astroturfing as much as it is "Who cares? Is anyone even from Ohio?" I had some experience with its residents before I ever visited the state myself. I always dreaded seeing Ohio plates, because they drove like an asshole more often than not. Most of the women I met were at least a little crazy. Cleveland and Columbus both suck. I do enjoy the rural areas, though. I think that, while people do make fun of Ohio, we all understand it's nowhere near being on the same level as California, Illinois, and New York.
You will notice a lot of these forced memes are implicitly anti-White and originate primarily on reddit where they gain traction via the 7000 circlejerks that are all moderated by less than 20 unpaid gigatrannies.
This might be a good thing as the meme kept coastal weirdos out, just like how Texas is literally the handmaid's tale, Ohio is literally hell on earth.
It's beneficial for you and your fellows Ohioan to market your state to be the most backward and redneck state. Ensuring that your future neighbor is not some vegan, soy-guzzling, open relationship having cuck from New York.
I think it's the general anti "flyover" country bullshit focusing on Ohio because it's one of the more right-wing Midwestern states.
nickleback effect

I live in Ohio. It's pretty nice here. Any complaints I have are mostly clown world complaints and not Ohio-specific complaints.

The Portland effect, causing a locale to become a weird shithole filled with an unlimited number of murderous degenerate homosexuals
Ah, so that is what they meant by " Keep Portland weird."
The only one I know about is that Ohio looks like a tractor.
Did you know half of the Apollo astronauts were from Ohio?
That's because when you're trying to get out of Ohio, no place on Earth is far enough away.
Did you know the inventor of TV was a farmkid in Idaho? He was literally so bored he invented TV.
Michigan resident here, never thought of it because of our rivalry, but I'd rather live in Ohio than a lot of other places.
Can't believe we went to war over Toledo, what were we thinking?
You could live significantly closer to Cedar Point without having to live in Ohio if you lived in Toledo, MI.....

The only time the meme made sense would be after the train incident. The meme predating it though, still confuses me greatly.
I always thought the meme was that only Texans hate Ohio with anything resembling passion.

Every state has some kinda meme about it. Stop being a crybaby.
