That tactic almost never works without almost perfect conditions. It's only effective against very stupid Fabians who don't know how fast they are going. The British Labour party is about to swing into office by reversing that entire concept and blaming Conservatives for going too fast and starting a culture war in the UK.

Ask Cambodia. 20% of their population was dead in 5 years, there was no revolution, and they were only liberated by other Communists. China starved it's population to the point that a revolution was impossible, and there has never been a revolution. When the Soviet Union fell, it was with a whimper. There was no purges or eradication. Same in Romania.
