If it's a taser that's actually worth a damn and not a "stun gun" then in Iowa it counts as a deadly weapon and is regulated the same way handguns are. I believe you have to be 18 to get pepper spray as well, I don't know if this counts since it's "free" but I'm guessing it would.

Free transfer of a deadly weapon to a non-permissable person is still transfer. And ASPs are regulated very heavily in a lot of states.
Pepper spray isn't a deadly weapon and it's only illegal to sell pepper spray to a minor if I remember correctly.
There's no way they're giving out honest to God tasers, those are too expensive.
I'm sure law enforcement will get right on it....
