If they start literally fighting for power, well, the extended Russian Civil War 1917-1923 killed nearly as many people as the entire WWI anywhere (very roughly speaking, estimates for both vary). Even if relatively few of them from actual combat, many more form murder and just total collapse and the ruthless "economy" of War Communism that alone killed about 5 million civs.
