While I don't believe this should be handled by government (because of the eventual overreach) and should be handled by parents using parental controls to block sites they shouldn't be viewing, this will do fuck all to stop kids seeing porn without the whole 'parents actually supervising'.
Besides I'm still on the fence if online porn is more harmful to kids than most state education and educators...
The porn sites also participate in all those parental control programs like Net Nanny. It's not in their interest to be seen peddling their product to kids. Kids getting access to porn is 100% on the parents.
Thanks to the algorithms they're neck and neck. Regardless of where you start the algorithms will show content that's more and more fucked up, with tranny porn being the ultimate destination. Back in the day a 13 year old could search for "big boobs" and that's what he would get without being led down a fucked up path.
/d/ shows otherwise. Internet porn will always lead to fucked up shit, and always has at least since the 90s.
/d/ is a 4chan board I assume? I don't know anything about that. What I can tell you is that when I started using the internet you had to search for whatever you wanted. I never came across any really weird shit back then because it would have never crossed my mind to search for that and algorithms that deliberately lead to that content were still a decade away.
To offer a diametric argument. Back in the day there were far less sites to begin with, meaning it was easier to just stumble upon fucked up shit the moment you walked out of certain lanes. One of my buddies found Asian Scat Porn on AOL by sheer accident trying to find flash games.
So while you weren't being deliberately lead to fucked shit, you were also not being protected from it at times too.
