In addition to the obvious squalor, look at the actual pavement ... that's pavement that's not been clean for a long, long time.
The wall looks like it was scorched or something.
It's probably mostly human grease.
Nothing says "prosperity" like iron gates on all the doors.
I will never understand how they can just let the city rot like that. The streets and pavement probably haven't been cleaned in decades... How can people not be disgusted by it?
I think all the people who were have long since left.
