This system does not serve students or parents, it serves bureaucrats. Since the bureaucrats are a Democrat core constituency, everyone else can just get fucked while they suck the taxpayer dry. The whole thing is a huge grift.

Mass exodus from public schools as enrollment reverses, meanwhile funding is a one way ratchet up.
