Well that is what the Soviets did. Crimea used to be ethnic Tartar and today it’s Russian.
KonigsbergKaliningrad used to be ethnically German. Same story with parts of Lithuania, Latvia, Finland and elsewhere. And yes, the Russification of those areas obliterates the native cultures.Kaliningrad from what I remember was originally Slavic before the germanic. Most of the USSR push into those regions was essentially their own backlash to Operation Barbarossa and the WW2 plan to genocide 60+% of the Slavic people to make landmass available for the expansion of the Germanic population

Regardless of your opinions on Russia or the war, the comment was clearly talking about prior to the invasion. 30 years is right after the "end" of the cold war. Large chunks were added in 1999, 2004, and 2009. It's understandable that former soviet satellites would be eager to exercise their new freedom to oppose Russia.
