No, there aren't "always", the main reason they are discussed is because Ukraine has been forced to decide between holding back forces to save for its offensive, or else send them in to help defend Bakhmut. They haven't been sent in. Defenses are handled by non-mechanized units, and the mech units are the ones being prepared for offensive action.
Wait are you under the impression Ukraine is willingly losing the war...because they are holding back a secret force?

He disagrees with you on the premise that Ukraine is losing the war for starters but I do get your overall point.
He's going to say Ukraine won no matter what, unless Russia destroys or occupies the whole country which was never their goal.
It's common for countries to hold back forces to build up a mass of men, equipment, and supplies to fuel an offensive. It's happened in pretty much every war. Nations do not put 100% of their military on the front lines.
And Ukraine is not losing the war regardless.
