Ah, the classic median tent. They basically just set up on the freeway, it's insane. Also, they sometimes do actually spill out into the street after taking up the entire sidewalk, once you get into town. Portland is absolutely insane.
I stay away from the shitshow downtown, most of the homeless are addicts abusing the programs. They set up their tents under overpasses and hide chop shops for bikes and cars.
Lots of grifters too pretending to be homeless for change and shit all over the place. Tons of theft and break ins because of it all.
I live there now. It's not fun.
