The movie of course has Doom as a serial killer who wants to genocide his own people for profit, but to hear him explain his actions in his own words, he is going to replace a broken, bankrupt transportation system with a massive road building project that will bring business, opportunity and prosperity to the city.
Standing in his way is Toon Town, a neighbourhood he'd need to bulldoze for his project. What is in this neighbourhood? Brainless miscreants, problem whackjobs. Even Eddie Valiant, the toons' principle advocate, fucking hates Toon Town and can't stand being in it - because in just a few minutes there, you'll be assaulted, sexually harassed, people will try to kill you, and they'll think it's funny. ...Sounds a lot like your average white liberal and their relationship with black neighborhoods, doesn't it? No accident. The toons are black people - minstrels who perform on TV and stage for white liberal amusement.
