Well, TV cop shows bear zero relation to how the actual criminal justice system works. Cops exercise judgement on who they arrest and why all the time, and prosecutors in particular can be, and often are, cold hearted bastards with zero, as in none, accountability. They pile on charges routinely just to pressure defendants into plea deals. Federal prosecutors are notorious for this, it is how they get a 98% conviction rate.
For anyone who doubts this, all I have to do is point to Jan6 protesters sitting in pre-trial solitary confinement for more than 2 fucking years. That shit is supposed to be illegal, but D.C. uniparty can do it with impunity.

Their operational execution was clever, but they were caught because they were constantly bragging about what they were doing to the media and the police, dropping hints to their real identities the whole time, and using the same car and rifle the entire time. Something they said led police to a crime scene where one of them left prints, one of the dipshits was already in the system from a prior conviction, and the cops used that datum to roll them up from there.
Like all criminals that get caught, they just could not shut the fuck up. Ask any detective, they will admit that they only catch the dumb criminals. Smart ones get caught from bad luck.
They won't catch the deer hunter who plans it out himself, talks to no one, uses his rifle one time, disposes of the barrel once he is done, and never talks about it with anyone, ever.
