I've been reading the EO, and it's worse than can be imagined:

(ii) The senior designee at each agency shall be responsible for delivering equitable outcomes

Sec. 3. Delivering Equitable Outcomes Through Government Policies, Programs, and Activities.

Not to ensure equal opportunities, but to deliver equal outcomes. Unleash the hounds.
