Looks like in this case they are trying to fear monger about incompetent doctors and abortion laws interfering with the treatment of miscarriages.

If someone had to doctor shop or flee the country to terminate a bad pregnancy that a shitty doctor refused to diagnose, then the incompetent doctors involved should loose their licenses for causing a scandal.
