Rare is an amazing word these days. It can simultaneously mean common, as in breakthru cases, but then exceedingly rare (allegedly) for side effects and death. "Rare's" definition seems to change dramatically depending on the state's whim.
You forgot "rare" abortion, which must be up in the hundreds of thousands, if not millions.
