Look, draft dodging exists regardless of victory.
Did you know the largest number of mutineers and escapees from military service in WW2 was the Soviet Union? Literally millions fled the Soviet armies. Less than even fled the German armies in their defeat.
The issue is not whether or not there will be draft dodgers, the issue is why there are citizens that would refuse to fight for their country. And if your country is a corrupt shithole (or you are a rootless, corpratist, globalist millennial), the answer may be obvious.
That makes sense though. Soviets cared the least if you died.
Hells, they barely cared if their soldiers were armed or fed.
Not only that, but there were just millions of people who genuinely were fleeing communism, even if it meant surrendering while you were winning.
That being said, you are right, the other time I remember victorious forces surrendering was in the Battle of Inchon where the 300,000 strong Chinese Army forces were enduring -40 C temperatures in summer clothing, and were occasionally encountered by retreating US Marines. Those soldiers, many horribly frostbit and starving, tried surrendering, and sometimes the Marines could take them, but most of the time they couldn't. God only knows how many died. China still keeps the losses a secret. The devastation could range anywhere between 40%-80% losses. Once the seasons changed, fresh soldiers (still wearing summer gear) could replace the hundreds of thousands that died.
Yes, a country that doesn't do their propaganda right won't get enough volunteers. As you dumb the population it might get easier, but then the dindu culture comes and you wind up with no one but men in skirts, and nuclear luggage theft.
I think it's the opposite. A country that embraces globalism won't get volunteers for a nationalist war. Globalists have nothing to defend because they don't come from anywhere.
