The existing University system is past reform. The tumor is bigger than the healthy part of the body. Even assuming a dictator could decapitate the administrations you would still have to liquidate the entirety of every humanities department.

You can start the process of neutralizing it by allowing graduates with useless degrees to sue for fraud. And create class actions to pit the litigious class against the academic class, forcing our enemies to burn their resources fighting each other.
What could realistically happen is based states create their own certification process for individuals.
No one will do anything until its too late and then the backlash will be just as bad.
