They didn't blame it on the Germans (not in most cases), they just pretended it simply never happened after they replaced sticks with carrots (relatively speaking) and abandoned the Russification and allowed a Poland to exist after the special military operation Barbarossa changed everything overnight. No one could talk about it, including the survivors. This later changed gradually beginning in 1953, at least in the sense it was less and less illegal to talk about it privately. By the late 1980s (Glasnost era) there have been victims associations and such.
If they won the war, they would abolish Finland just as they did with Poland, or at least annex it as a Soviet Socialist Republic as they did with the "Baltic tier cringe" just afterwards in early 1940 (and promptly proceeded to murder or deport the native population as usual, replacing locals with Russians).
