Someone never read the Epic Level Handbook.
Grand Dragons are a more arcane magic, higher levels are needed to attain the status. A lower level would only qualify as a Grand Wizard.
There's some precedent.
The Neverwinter Nights games have epic levels past level 20. NWN 2 goes to 30 AFAIK. NWN 1 even goes to 40. And that was almost 2 decades ago.

Yes. Max level in NWN is strong to the point of absurdity. You're basically a deity. But it's also not terribly feasible to reach that point without a stupid amount of grinding.
