It's Germany. So far these terrorists got community hours and mandatory counseling. The odds for any real punishment are close to zero.

Germany has no real justice system because courts are political institutions. Judges let most left-wing criminals off and DAs are direct subordinates of politicians, i.e. politicians decide who gets prosecuted and what sentence they push for.
