You're right, but the problems with that place go much further back than that...
In general, I think giving a king a chunk of land that big, with already millions living there, as his personal playground, was always going to end badly, but then you have all these disparate tribes being forced to live and function together, disease, extreme poverty, etc...
It's just generally a very fucked up place. And I know people who grew up there. They're good people, individually, but even they have to admit the place is fucked.
Also Rwandans. Rwandans are fucking great value, if you don't yet know any.
It's always good to find Africans who are honest about, well, just how bad things are (or were, in the case of Rwanda), back home.
