Could you elaborate? That summary confuses me. Were you saying that this was nothing more than anime characters having sex?
Here’s what I found after my time wasted googling this story:
Original version of the game opens with a scene where a teacher forces two preteens to have sex at gunpoint
Normal people had issue with this game being released on steam, so they “removed” that content and left the rest unchanged
There has been a trend of degenerate games on steam “editing out” their shit to get approved on steam, then release a day one patch to bring back all the trash
Valve doesn’t want to be in a situation where degenerates can screech “you let that game on the store, why won’t you let our game on the store? It’s just 2 scenes about raping kittens! We promise we’ll patch it out!” So they have remained coy on why exactly the game was banned

I tend to be more liberal (or "libertarian", since the word "liberal" has been extremely successfully co-opted) in what I think should be permitted to be shown and tend to be against all forms of censorship, but you're right that this isn't a hill worth dying on. Steam is already known to curate the content they allow on their platform, they are publishers of a sort, and they have no obligation to host everything under the Sun.
Were the teacher and his actions depicted in a BAD light?
Because the anime Black Lagoon did similar stuff. Hansel and Gretel, anyone?
It depends on what the show. Black Lagoon only showed the aftermath and described what happened and not the act itself. If this game is showing the act instead of just the preamble then it's probably not going to make regardless of whether or not it's approving it.
