Unless they're plastic breasts, it is mutually exclusive. Fat is fat. The less fat a woman has, the smaller her breasts are and vice versa. You can't do spot-training to reduce fat somewhere specific. Now, women do have "deposits" in places men don't, but that's usually not what's meant by big. They can also fool you with contour-lines and/or "supportive" clothing.
It's absolutely possible to be both appropriate weight and busty.
My wife is slim and has enormous breasts. But then she's of Eastern European stock herself.

I mean, having big breasts and being fat is like saying your Honda Civic with a 3M taped wing can do 200mph if you drive it off a cliff.
It's technically true, but it isn't impressive for obvious reasons.
