Now double check the statistics in relation to race. What else has increased in these countries? Immigrants that are non-white. You'll find HIV and Syphilis in western countries tend to be highly correlated among non-white races.

See for example Sub-Saharan Africa, which has high rates of heterosexual transmission of HIV, seen nowhere else in the world.
