The tweet does not link to it, and an online search by that bill name just returns tweets referencing the original tweet, so my gut feeling here is, "Parody that rings just a little too true."
It's a joke about the Inflation Reduction Act, which does nothing to reduce inflation.

I'm glad I always stop and search for it before reposting because everything is fake until you verified it. And even then it's still probably fake but at least you did your due diligence.
