The USA was at war with Germany when bombing the shit out of them. The USA has not been at war with Iran. I don't think anyone is holding off on that war on account of unaligned civilians that reside in the country. Every country is mostly comprised of those. Rather, I suspect those with the power to initiate a war with Iran realize that "global sponsorship of terror" is unlikely to cease on account of such a war. Much as the (temporary) occupation of Afghanistan did little to dissuade terrorists from operating out of that country.

In fact, I think the aspects of the government of Iran that upset the West (foreign policy) have a lot of popular support. Should the West topple the government, it seems like upon the inevitable return to sovereignty the next one would look very much like it. What people don't like is getting beat up on at home.
