No, that is simply not true. US companies are free to say no, and there are many documented cases of them saying no. Companies are aware that if they get caught, they'll go bankrupt, so they as a rule don't do it.
edit: There is a lot of public documented legal battles confirming that major tech companies refused to cooperate with the US government and successfully fought off fed attempts to make them comply. By contrast, TikTok is like a company that answers directy to the Chinese equivalent of the NSA and does whatever it wants. Private companies do not exist in China. Every single "private" company in China has a CCP board and cannot say no to the CCP government at all for any reason under any circumstance, and anyone who defies this gets disappeared and replaced.
You have a point regarding that apple case but that was regarding data on the device and since phones transmit a lot back to headquarters it makes little difference. The govt can demand that in complete secrecy.
