Although they take money from the government, which would normally lose you some points, but considering no one even knows about the supernatural, there's no one else to really pay, so they get a pass. Plus, if you have to deal with the government and their regulations, you should be paid.
And they are not happy about that part. Like they talk about how it's a bit of a necessary evil. Later books also have the specific conflict between people who just hunt monsters vs the people who do it for the government.

Interesting.... A buddy of mine keeps pushing me to run a Feng Shui 2 campaign. I might be able to get some ideas off this.
