They have to investigate whether or not the kids were shot by the police because the police fired at him in a crowded room. Simple As.
That moves it from suspicious to deflecting.
Because everyone is criticizing them for not doing anything, so making a statement about the very rare action they did take being perfect is just tone deaf.
