I can't say for sure that they prevented him from saving his daughter, maybe she was already dead, but what I would do to police in that situation cannot be discussed because of Rule 2.

Same.

The cops shouldn't be going to that kind of length to stop someone from risking their life to save their own child. They should've warned him of the danger, and then they should've handed him a gun.
