Is that really the average person or are those voices amplified by the powers that shouldn't be because they virtue signal? I'm constantly going back and forth between "everyone is an NPC" and "the silent majority want the world to be normal again." Those obviously aren't mutually exclusive outside of the most extreme interpretations.
I think the silent majority does not like it, but not enough to do anything about it or to even try to think or figure things out for themselves (to be fair, people have busy lives).
They are bullied into silence via false peer-pressure created by social media. Humans are herd animals and find it difficult to go against what they perceive as the popular opinion. Twitter and the like have created the illusion that all this degeneracy is widely accepted and thus normies will not speak out against even if they know it to be wrong.
They did care and they were repeatedly trying to get a task force made to prevent it. Any time they put a report on the management's desk it disappeared and was never heard of again. This lead to many cops resigning over it and talking about the problem openly on police forums. The boots on the ground tried to act against it but couldn't do anything when the legal system let them off on a single basis and any attempt to bring a real attempt to prevent it was memory holed.
Rotherham showed, unfortunately, that the average Westerner would allow his own underage daughter to be raped by pedophiles for a cheap virtue-signal.
