No, same punishment for everyone. The reason why it is procured doesn't detract from the demand, it still fuels the supply. The only time CP shouldn't have a punishment for possession is by accident/framing or if the "criminal" is also similarly underage.
She won't be locked up. She'll get a suspended sentence because she wasn't "into" CP.

It may fuel the supply, but someone who isn't into it is still less of a threat when not in prison.
