How? Remember, this is the 60s, limited radar was at play. Middle of a massive war. And the ship was outside the minimum coastal distance. It also looked like Egyptian ships.

Considering the amount of money Israel paid to them, yes... It sounds like the guy ran out of money and is trying to get more.
Because they were in a war and anything coming out of Egypt was a target. They could be a ship that could be heading to Israel to shell a coastal city and more. A ship could and can do many things.
