Video quality is too poor on the torture clip to say much about the right arm other than they both have sleeves. The headwrap also covers where the distinctive neck tattoos would be.
So can't say it's him but I can't find anything to say it's not him yet.

Are you saying that Chechen volunteers, affiliated with the Russian army, are engaged in execution patrols around Kiev that are assigned explicitly to execute any and all Ukranians they come into contact with?
Or, are you saying that they are a "death squad" as part of their name. In my time, I had a lot of friends who would be part of "death's head" style named units, many of whom were not even infantry. What they might call themselves is different from what they actually do.
