Throwing money at the problem doesn't do anything to fix it. If they choose to hire people based off of anything other than merit, then they are effectively pissing that money away, and as far as I've seen that is all they are doing

Nah, they announced a one-time investment of 100 bil EUR to try to fix the absolute state of the military, and I think some homo was talking about an aircraft carrier. Hah.

Assuming that money every actually shows up and the whole sentiment doesn't disappear like a fart in a tornado the moment the current "crisis" is replaced by the next one, without fixing their underlying problems they'll just end up with a million of uniforms for pregnant women and a dilation station on every base while their air force will continue to boast a whole four combat-ready Eurofighters.

The Krauts are already spending a good deal of money on their military. It's way under the 2% of GDP per year quota, but at the same time their GDP is huge compared to their size, so they could be doing much better than for example Poland. But they aren't, because all that money gets flushed down the drain of endless bureaucracy and an army of useless "consultants" that's possibly more numerous than the actual real army. Until they fix that, they can spend as much as the US do and not see any improvement. As you said yourself, they need a culture that doesn't completely demonize masculinity, and big words and a vague promise of more money won't do that.
