If you have a better explanation for Ukraine dropping women's draft requirement the minute a war started, I'd love to hear it.

That one is easy : Because Women's draft is a nice talking point in peace time. In actual wartime when shit has hit the fan, you protect those who will assure the future of your people, AKA : women.
