Some elements of Port of LA/SEA policy could have been dictated by the federal government, but most of the disruption is coming from local authorities, and has aggravated significantly since he left office, suggesting that whatever he was doing, it wasn't the absolute worst possible policy.
In short, the good and bad thing about Donald Trump is he's rich enough to live in a bubble. It's insulated him from the madness over the last 30 years, but it also means that it's tough to get new information through to him.
He knew Jared and Ivanka personally, so they got to advise on policy matters, even when they were provably wrong.
He had a positive opinion of the military, so he didn't purge it of dissenters, even when it became obvious he should.
Fauci was a known quantity, so he got to remain in place even when it became obvious that he was wrong and lying.
The vaccines are 'his' achievement, so he's flogging them long after his base lost interest.
