Had to watch the video a bunch of times to confirm since everywhere is reporting he grabbed the gun from under the counter. But it sure as hell looks like he grabbed it from his waistband, that might be a real problem for him since there's no way a 14 kid has a concealed carry license. There's a chance he snuck it out from under the counter before the robber actually did anything, but I'm not sure where the legality of that stands if there was no imminent threat back then.
I don't know the nuances of the law in Philly, but generally there is nothing stopping someone of any age from carrying in any condition on private property as long as the property owner allows it.
