IRC consumes so little band width that most people could set up a server at home, and support quite a few people. If you have fiber, you wouldn't even notice, most likely.
Decentralized chatrooms exist. The problem is that a critical mass of people don't want to download the client.
Regular webservers don't cost that much to run, either. An interested community can easily fund them on donations and volunteered time.
