Yes, it's pretty easy to set up a private server on your computer, RPI, or a VPS. Or just start a channel on Efnet, Undernet, or Freenode. They don't give a shit what you talk about as far as I know.
Element based on the Matrix protocol is a more modern alternative. Many of the January 6th protestors planned and coordinated there. (and no, nobody was planning an 'insurrection' even on private channels)

Decentralized chatrooms exist. The problem is that a critical mass of people don't want to download the client.
Regular webservers don't cost that much to run, either. An interested community can easily fund them on donations and volunteered time.
