Actually putting it in as a proposal at the legislature is the equivalent of happily waving a loaded gun at a crowd just because the safety's on. It's pretty unlikely to hurt anyone, but still demonstrates you're too irresponsible to be trusted with that power.
Consider it a 'dry run' to measure response from their constituents.
They'll play it off like satire but they are keeping a careful eye on how many are behind it, because that is the only way for them to determine just how far left they've pushed their base.
