I used to work on oil tankers mostly in the gulf but one time we were in long beach and thus city police officer comes up the gangway abd presents to me this phone book size bunch of regulations that I am supposed to sign as the officer in charge saying we were in compliance with all this shit. The cop admitted he didn't understand a word of it, and it would have taken 2 years worth of inspections to check all this crap, which I'm certain we violated at least partly. I just signed the damn thing and we went on about our business. City councils just have no busines getting involved in these matters setting up their iwn little regs that they copypasted from God knows where.
