Other than undercover, he could have hypothetically been simply masked & off duty with his badge and gun concealed.

I have to wonder if they'll try for this angle even if it isn't true or wasn't the goal in the first place.

That is to say that they might use this as an excuse to try to purge their ideological opponents in US law enforcement.
