You have forgot about the silent majority. A General Strike is already being broadcasted. The government wants to fuck with business to fuck with The People, we push back on the businesses, then they go at gov with lawyers. Gov loses because their mandate has no Constitutional muster. Hence, dump the responsibility onto OSHA, so when it all backfires, those in OSHA are holding the bag of evil. If OSHA is not evil, they will take the administration to task at the SCOTUS. If OSHA acts anti-Constitutional in their protocol(s), everyone in the country, business and people, lose their prosperity and livelihoods. No one, nobody, will be safe when the money stops flowing.
Remember, these people in these administrative positions are already supposed to know the detriment that comes from such policy.. So they are either ignoring it to see how far they can go, or they are dumb AF. I just don't think the later is possible.

Big Business is betting that the bailouts and loans they will get from the government will keep them afloat long enough to outlast us. They are hoping that we will "blink" first and starve before they become insolvent.
