It's not true. If you're talking about political objectives, that's entirely different from military prowess. And even to assess political success you'd have to be comparing it to the actual goal. Obviously you're not privy to that.
Bravo. This is a common misundertanding. Sowell points out that bureaucrats are not 'incompetent' as people often allege, but that they simply follow the incentives presented to them. This is then claimed to be incompetence by people who think that the bureaucrats should be following their nominal aims rather than the aims for which they are rewarded.

I suppose they won some in the 18th and 19th century. Although I'm getting closer to subscribing to the notion that the US died with the civil war for the most part and all we've seen is a few glimpses since.
WWI, WWII, Phillipines pacification, short little wars like Grenada, Panama, Dominicana, Kosovo... Cold War as a whole.
Pretty sure the North outnumbered and were better led and equipped than the South.

Ehhhh, for the most part Southern soldiers were better equipped and with vast numerical adentage (on their own turf). Especially combined with American and other foreign forces.
There were also local forces that were against Communism AND the government both. Some of them were CIA run. Actually Afghanistan had a quite similar situation.
Eh, South Korea turned out alright. I also don't think that the British were going to do much about Japan.
