The CIA also constantly outbids China on the black market to keep things like F-16 parts and other essential parts for tanks and vehicles from getting into their hands. They have several good jets and tanks BUT they're a finite resource that can't be replaced or even repaired easily.....Supposedly they've resorted to using standard tractor, bus and road work vehicle (Komatsu and CATERPILLAR mostly) parts available to anyone to fix certain military assets so their combat readiness is suspect at best.
