The out of wedlock births isn't helped with the fact that an enterprising young couple can choose to not get married, not ever officially live together, or have the father as officially being the father. Bringing the benefit that the state now has to support the "single mother" with the raising of her child by giving her welfare subsidies and such. Then because there's no true deep ties holding the couple together it's easy to separate when things get hard. I've seen this myself with a few black couples I've known. Smart people playing the system to their own immediate benefit.
Now keep this going on for a few generations and you reach where we're at now where the "family" is meaningless, the fathers can be replaced easily and so have minor ties, and the raising of children is seen more as a community thing than a family thing.
