I don't like Trudeau, but this isn't him attacking the media. He was doing a joke. People in England put their fish in newspapers. Obviously, when people are done reading the papers they usually recycle them, throw them away, or reuse them.
Nobody has put fish and chips in newspapers for about 35 years.
